Opening the meeting with a welcome by our President, Patty Farhat.

23 were in attendance.

Minutes from May 21, 2009 meeting was approved and seconded with a group motion to accept.

Our Treasurer, Dick Stuckman reported we received $89.00 in donations from the picnic, including a very generous check from Dr. Otto Graesser; we had $200 in grant money for the picnic supplies; thus we had $248.89 in expenses, (which includes $20 dues to the Lansing Neighborhood Council), leaving our account balance at $305.62.

Murdock Jemerson, Director of Parks and Recreations for the city of Lansing, reported that a 5-year Parks and Recreation Master Plan is underway and in order to be eligible for the State and Federal funding grants must be done every five years.

A meeting was held on Wednesday, September 23, 2009 at 7:00 p.m. at Lett's Community Center for people in the 4th Ward to come out and discuss the parks and the 5-year master plan that is being proposed.

Another meeting for the 1st Ward was repeated because there were not enough participants the first time around.

Mr. Jemerson passed out 2010-2015 Master Plan Survey's for everyone to complete and return to Patty. Murdock will pick up the completed survey from Patty.

You may also go online and complete a survey there. Go to the city of Lansing website, click on City Hall, Parks and Rec. and you will see the survey there.

After the surveys are returned a draft document will be put together and a review will be done. Review meetings will also be held for the neighbors to see and discuss further for the parks improvements.

Lansing Police Department’s Sgt. Frank Koenigsknecht reminded neighbors of safety features. Now that school is back in kids are often seen wondering the streets. If you see kids not in school, call LPD and
the truancy police will come out, check things out and if they see the kids wandering around, they will get them back in school.

Our neighborhood was pretty safe and clear this month, however there was one break-in in the area. Someone kicked in the back door of a neighbor near the Ingham Street park (the back door faces the park). LPD is still investigating the matter.

Please be reminded to know who you loan your products to (Lawnmower, snow blower, shovels, etc.). Not everyone is nice enough to return your products. There was an incident in another neighborhood where a neighbor lent out a lawnmower to which they thought was a neighbor and the product was never returned therefore it was reported stolen. It is a good idea to write down your serial numbers to all your products (stereos, TVs', camera's, etc.) and keep them in a safe places, so in incidences like this, if your item is pawned it can be traced back to whom pawned it and possibly get your products back.

Always keep your garage door openers out of site and keep your garage doors closed.

Keep track of the teenagers running with your kids in and out of your houses because they are not always friends and things do come up missing. Just be aware.

If you see vehicles or people who don't belong in your neighborhood, please call LPD at 483-4600 PLEASE DO NOT CALL THE EMERGENCY NUMBER. However, if you see a break-in occurring do not wait until the perpetrator is gone to call for help, please call 911 immediately while you see them in the act, so hopefully LPD can get there.

City Council - A'Lynne Robinson. We would like to thank her for donating a $50.00 gift card to L & L food Center our local grocery store. Thank you Councilwoman Robinson!

City Council reported that there was a BBQ on the Boulevard - local shopping center on Saturday, September 12, 2009. It was the businesses and the Business Association Group who sponsored the event. There was lots of people, food and fun at this event. It hopes to
bring out more people, more fun and more food for the event next year.

The next project will be Boogie on the Boulevard with local talents.

We are trying to make sure that the Martin Luther King strip is safe and clean for our neighbors.

The Riverview Estates and our wonderful Code Compliance Officer, Gregg Scriminger has been helping to get that area's ordinance worked out. We are working with the organization to get their issues worked out and get their neighborhood association back up and running smoothly.

Sewer covers have been coming up missing in our neighborhoods, mainly the one on Victor and Viking. If you see anyone trying to carry those heavy sewers covers around, please call City Council.

Liquor license for the building located at Martin Luther King Boulevard and Holmes Road is being appealed. We are being told that this is going to be a grab and go store, like the many others in the area. We already have various local stores in the area which carry a liquor license. A meeting is being held at City Hall on Tuesday, September 29, 2009 on the appeals. Would like to see any and all neighbors who can attend, to come out to this meeting.

Now we have Walgreen's requesting a liquor license and a few others.

The City Council does not regulate the liquor licenses; the Liquor Control Commission does. You may contact them via email at mlcinfo2@michigan.gov or by phone at 322-1345.

Waverly and Holmes Road construction is coming to a quick end. The roads will be opening soon. They put curbs back in last week.

2nd Saturday of the month meetings are still going strong. We are planning for the next 2nd Saturday meeting to have the Mayoral candidates and at-large candidates come out to discuss their campaign.

We are only asking them to talk about 3rd Ward issues only--specific questions that pertain to the 3rd Ward. If you have questions and can't attend please call or email Councilwoman A'Lynne Robinson at the City Council website. You may call her office at 483-4191.

Wind and Solar Industry, questions were asked if there could be a city ordinance level or give primary reason to add this to the city ordinance or just invest in the wind and solar industry. Response was city is working on developing an ordinance for the wind and solar economy. This ordinance would tell residence what would be accepted from the city. There is a possibility that there will be a special application that would be made simple enough for residence to complete. The City Council has two requests for a windmill; this response will also include the solar as well.

Code Compliance, Gregg Scriminger reported that the issues in the 2600 block Hanover. Get the business name and zoning administration can possibly work out this issue.

The eye soar of the week has been the Judge's house which had a pile of dirt in the driveway for months. It is now gone. Thank you to the good work of our neighbor for keeping on this eye soar issue.

Code violations are - you can't park on your lawn. You cannot park behind the front walls of your house. You cannot use your driveway as a gas or changing station/mechanic shop. However, you can change your oil and breaks in your driveway as a one-time thing.

A letter was sent out to the house near Lewton and the church. This person has a lot of stuff/junk and a vehicle that has been tagged in the yard. She has also been written up for garbage and tall grass.

Gregg will check on the house on Wellesley and Hampden as the front porch is being held up with bricks.

Gregg will also check on the corner house on Colonial and Pleasant Grove as it has high grass at the present time.

We would like to thank Sylvia for volunteering to call our neighbors. Patty will contact Sylvia and give her a copy of the script and phone list of neighbors to call.
